The clearest public Saudi boundary is the 2018 warning, which states that virtual currencies are not approved as official currencies in the Kingdom and that no parties or individuals are licensed for such practices by regulators in the Kingdom.
The cited SAMA payment-law sources create live categories for payment institutions, electronic-money institutions, payment initiation, account information, and payment-system operation. They do not create a public blockchain-stablecoin or native-crypto custody class.
The cited CMA sources create live securities routes for legal-form securities, offers, funds, custody, and SPE structures.
