Innovation pathways
The UAE offers multiple sandbox and innovation routes across venues. The CBUAE Regulatory Sandbox Framework allows testing of fintech solutions including payment-token innovations, with CBUAE also operating co-sandbox initiatives with ADGM and DIFC.
The ADGM RegLab is a supervised fintech testing environment for early-stage businesses. The ADGM Digital Lab provides a separate digital-solution testing environment. Both route to production through the standard ADGM licensing process.
The DFSA Innovation Testing Licence provides a restricted live-testing route in DIFC with simplified application, lighter capital requirements, and time-bound operation. The DFSA has also launched a tokenisation sandbox for testing tokenised-securities structures.
