UAE venue and territorial scope

The UAE does not have one digital-asset regulator. It has a federal money layer (CBUAE) that sits on top of four venue-specific regimes (ADGM, DFSA, VARA, CMA). The federal layer cannot be avoided by choosing a free-zone venue.

ADGM and DIFC are financial free zones with separate regulators, courts, and rulebooks. A licence in one does not create rights in the other. VARA governs Dubai outside DIFC. CMA governs VASPs and capital markets outside Dubai. The only cross-venue mechanism is the CMA–VARA cooperation that gives Dubai-licensed VASPs a registration path for the wider UAE.

When an operation spans multiple venues — for example, custody in ADGM and payout in Dubai — each leg needs its own permission basis. There is no general passport or mutual recognition across ADGM, DIFC, VARA, and the CBUAE.

The VARA Marketing Regulations are the main extra-territorial reach instrument: they apply to any entity marketing into Dubai, whether domestic, foreign, licensed by VARA, or not. The AED issuance override works the other way: VARA FRVA rules push AED-linked stable-value tokens back to the federal CBUAE regardless of the entity's venue.
